     Elpidio Quirino, the sixth President of the Philippines, was born on November 16, 1890, in Vigan, Ilocos Sur. Coming from humble beginnings, he pursued education with determination, graduating from the University of the Philippines College of Law in 1915. His early life was marked by perseverance, which shaped his vision of leadership and service to the nation.      Quirino’s political career began as a member of the Philippine House of Representatives and later as a senator. He played a significant role in drafting the 1935 Constitution and served as Secretary of Finance and Secretary of the Interior.
